Community Borrowers/Open Access/Alternative High School Students
General Policies
- Everyone is welcome to use Memorial Library's resources.
- Cortland ID card is required to use the library's computers.
- All borrowers must present their Cortland ID card or Community Borrower card in order to borrow materials.
- Circulation will hold books for 48 hours if user does not have the proper identification.
- The loan period is three weeks for main and TMC collection material for students and community borrowers; 120 days for faculty and staff.
- There is a fine of 25¢ per day per item for most overdue material (maximum $5 per item) for students and community borrowers.
- The loan period for reserve material is 2-hours in-house or 2-days; fine is $1 per hour for first two hours and 25¢ per hour thereafter; maximum fine is $10 per item; $5 plus hourly fine for unauthorized overnight use.
- Material needed for reserve is subject to immediate recall.
- All material may be recalled after three weeks.
- A fine of $1 per day per book (maximum $25 per book) will be charged when books recalled for another user or for reserve are not returned promptly. The fine will begin 7 days from the mailing of a notice or 24 hours following a telephone notice.
- Books may be renewed once unless requested by another user. Renewals may be made in person, online or by phone at (607) 753-2526/2527.
- Users must notify the Circulation Department of a lost/stolen Cortland ID card/ community borrower card to avoid fines and/or charges for lost/damaged material.
- Most lost materials will be billed at replacement cost, or $35 if
out of print, plus a non-refundable $10 processing fee per item; special
out of print books: value will be determined by Coordinators of Public/Reference
Services and Collection Development, plus a non-refundable $10 processing
fee; government documents: $15 plus a non-refundable $10 processing
fee per document; videos: replacement cost, or $75 if out of print,
plus a non-refundable $25 processing fee per video; kits: replacement
cost, or $55 if out of print, plus a non-refundable $25 processing fee
per kit; lost/damaged equipment: replacement cost plus a non-refundable
$25 processing fee for each piece of equipment; carrel key: 5 per key.
Borrowing Privileges
- Students/faculty/staff/emeritus faculty of SUNY Cortland
-- Cortland ID card required. - Open Access -- students/faculty/staff/emeritus faculty of other SUNY/CUNY colleges -- a Community Borrower card will be issued upon presentation of SUNY ID card + driver's license.
- Community Borrowers -- a Community Borrower card will be issued upon
presentation of a driver's license showing current local address, or a driver's
license + proof of current local address.
- residents of Cortland, Tompkins, Onondaga, Madison, Chenango, Broome, Tioga, Cayuga Counties who are 16 years or older.
- Cortland, DeRuyter, Dryden, Homer, McGraw, and Moravia High School students
- Memorial Library reserves the right to deny borrowing privileges to any student, staff, or faculty member.
Cortland College Students
- Borrowing privileges will be suspended if the user has:
- 1 or more items overdue
- accumulated library charges of $0.01 or more
- Students will be placed on the College's stop list if library materials
are not returned at the end of each semester, and/or fines totaling
$10 or more
Cortland College Faculty/Staff/Emeritus Faculty
- Cortland faculty/staff/emeritus faculty may authorize in writing
the use of their Cortland ID card to allow a specified second party
to borrow library material for them. Ordinarily this privilege will
be extended to one person and will be for a limited period, such as

- Borrowing privileges will be suspended if the user has:
- 50 items overdue
- accumulated library charges of $300
Community Borrowers/Open Access/Alternative High School Students
- A maximum of 25 items can be on loan at any one time.
- Borrowing privileges will be suspended if the user has:
- 1 or more items overdue
- accumulated library charges of $1.50
- Community borrowers will be sent three (3) overdue notices. After the third notice, they will be billed for lost materials plus a non-refundable processing fee per item.
- Open Access students will be placed on their College's stop list
if library material is not returned at the end of each semester.
